  So, if there's a stall open, and I have to use one, but it's handicap I have to soil myself because it's handicap?

  No. It is not the same. I will use a 'normal' one if one is open. But I'm not going to make a mess just on the off chance that someone else will need it 'more'. I don't have to park near a store. I don't even have to drive to a store. But if I need the restroom, I am not going to wait. It's not illegal.
